Biblioteca fundada a finales del siglo XIX con un edificio de estilo neoclásico francés frente a la plaza de la Revolución, en Calea Victoriei. Lleva el nombre del rey Carlos I. Resultó muy dañada por un incendio durante la revolución de diciembre de 1989 y fue reconstruida después. Su fachada y su entorno son una parada habitual en el recorrido por el centro.
